VoteBuilder: An Indispensible Tool for Winning Elections

One of the valuable services the Democratic Party of Oregon offers to qualified Democrats running for elected office is access to the Voter File: a wealth of information about registered voters in any election district in the state.

Candidates can access a powerful on-line system to identify voters, pull phone, walking, and mailing lists, and store voter survey information.

The system is operated by the Democratic Party of Oregon in partnership with the Democratic National Committee, and using the services of the Voter Activation Network. It is called "VoteBuilder".

What VoteBuilder has in it.

VoteBuilder contains information on all two million voters in Oregon, including name, residence, mailing address, party, age, phone, and voting history.

Voter registration lists are updated several times a year using voter registration data from the Secretary of State's office. The basic registration information is enhanced with data obtained from other sources, such as phone numbers, address corrections, certain consumer information, precinct voting characteristics. The system can create lists voters by any election district voter is in, including over 5000 local districts in Oregon for school, fire, parks, etc. The system also contains historical data about how voters have answered canvassing questions over the years, going back as far as 1998.

On-Line Access

VoteBuilder can be accessed using any modern web browser on either Macintosh or Windows system.

On-line users can pull lists as needed in a variety of formats, "cut turf" using maps, conduct surveys, and save survey information back into the system for future use. VoteBuilder makes it easy for users that work on the same campaign committee to share information with each other, but hide it from workers on other committees.

In addition to registered voters, VoteBuilder also contains tools that allow candidates to track volunteers and assign them to events.

Gaining Access

Access to the Voter File information is granted to Political “Committees”. Each committee may have as many individual users as it needs. Committees must:

  • be for the benefit of the Democratic Party, its committees, candidates, or endorsed campaigns
  • be authorized by the organization as listed below.
  • agree to the DPO's Voter File Services agreement.
  • pay required fees

Candidates for office should contact one of these organizations to receive detailed information about licensing and fees. It is possible to license the VoteBuilder on-line access system with or without Volunteer management, or to simply purchase a one-time list of registered voters in your district.
